Is CH3Cl a polar molecule (a net dipole moment)?

Since carbon is more electronegative than hydrogen, the individual dipole moments will point from H to C. Cl is more electronegative than C, so that individual dipole moment points to Cl. This means there is a net dipole moment (the sum) in the same direction as the Cl atom, along the C--Cl axis.
