If NaCl is an ionic bond with equal electrical charges, it seems as though it would be nonpolar, but in the case that it would be added to h2o, it would have both positive and negative charges separately spanned creating dipoles. but to me it seems that h2o would be altering the chemical reactivity of the original compounds, so in this case, the NaCl alone does not seem consistent with the rules of a polar covelant.
